Colleges, Housing and Educational Services (CHES) is a multi-funded organization within the Business and Administrative Services (BAS) division at the University of California (UC) Santa Cruz. CHES provides leadership in the areas of college student life and residential services, housing services, facilities, employee housing and capital planning, dining services, conference services, early education services, the Baytree Bookstore, Identification (ID) card services, and business and financial analysis for these areas. Through these units, educational and developmental programs and services are offered to all members of the campus community including students, faculty, staff, children and external constituents.

CHES provides on-campus housing and dining services to nearly 8,000 undergraduate and graduate students in ten residential colleges and six multi-college affiliated residential communities which support single students and students with families.

CHES employs approximately 425 represented and non-represented career staff and over 800 student staff, and manages a multi-funded annual operating budget of $115 million and a reserve fund of approximately $55 million. Represented staff include members from the following union contracts: UC/CUE Clerical and Allied Services, UC/AFSCME Service Employees, UC/AFSCME Skilled Crafts and UC/UPTE Technical Employees. Managed funds include auxiliary income from housing, dining, conference, bookstore and child care fees, compulsory student fees, grants and contracts, gifts and endowments and student services fees.

The Position:
Reporting directly to the AVC, Colleges, Housing and Educational Services (CHES) the Director is the Chief Financial Officer for the unit and provides general oversight of the unit's capital management and deployment and debt and capital obligations. Specific responsibilities include budgeting and fiscal management, human resource management, analysis, long-range planning and business-operations management.

Responsible for the administration of CHES' financial resources; including monitoring spending patterns in accordance with campus and UC best practices and policies. Administers funds from a variety of sources including: University of California Housing System, Santa Cruz Housing System, auxiliary funds from housing, California Department of Education contracts and grants, private gift funds, education fees, student services fees, and user fees. Works with the AVC and other colleagues to establish short and long-term budget priorities for the unit.

Provides leadership to the AVC and divisional management to ensure campus financial plans and annual initiatives are understood and followed consistently. Oversees the process for developing annual financial goals and objectives.

Provides oversight and direction for the Housing Rates, Recharges and Fees Committee in analyzing all University Housing rates and recharges and recommending the annual room and board rate structures.

Directs the housing debt capacity model, including debt and capital obligations, and consults routinely with the AVC and campus executive leadership regarding debt capacity issues.

Oversees development model for producing long-range (10-15 year) forecasts of revenue, expenses, and reserves for the unit. Provides leadership on long-range contingency planning, organizational development and operational research in support of financial objectives as needed.

Reviews and articulates the Long Range Development Plan (LRDP) and compliance issues, specifically bedspace compliance.

Provides oversight for development, implementation and review of human resource policies and procedures.

Coordinate hiring, training, and work of approximately 80 SI student leaders per semester, including holding informational sessions for prospective leaders, reviewing employment applications, interviewing, preparing a detailed handbook for leaders; planning and leading a thorough orientation/training session at the beginning of each semester. Identify courses and course sections to be targeted for SI; Communicate regularly with department heads and professors of targeted courses for information and evaluation purposes. Coordinate statistical data identification and collection; Assist with statistical data reporting and distribution to colleges, department heads and TAMU administrators. Work with SLC faculty and staff to plan and implement the annual Academic Peer Education Conference and Biannual Regional Conference for SI. Manage funding provided in SLC budget for SI leader salaries and related expenses. Communicate regularly with academic colleges and departments to coordinator additional funding for SI leaders. Teach section of STLC 101 as needed. Attend and participate in SI International Conference; Attend advanced SI training as available; Represent the department and university at other state and national conferences as needed. Other duties as assigned.
